The first key action is to carry out exploratory studies on a sample of youth projects that have been supported under the YLP programme to build a reference bank for youth initiatives showing their potential or lack of it. Youth projects will continue to grow exponentially as the programme carries forward and the youth will also stop at nothing at innovating new projects. This will create an extensive range of youth projects which can be difficult to know in much detail for what they can offer or cannot. We propose to carry out post mortem on funded youth projects to produce useful reference material for future decisions. Our hypothetical standpoint is that some projects will fail and some will succeed. Some will perform well on one or two aspects and fail on the other and no amount of prior appraisal can safe guard us from this variety of outcomes. It is after doing that certain things will become clearer and hence the proposal for a post mortem. The value in doing this is twofold. First, is an exposure of the probable youth projects in the real world and second is about saving millions of shillings that would otherwise go to projects that have no track record of success or are problematic in some ways while giving chance to the probable ones. We would develop parameters to measure and against which to form judgment about the performance of these projects. These parameters can include: employment for first line beneficiaries, employment for the second line beneficiaries, business growth and survival rate, gender responsiveness, value for money, opportunities for scaling, learning and environmental sustainability.
